The Housing & Development Board (HDB) has awarded Keppel DHCS, a wholly owned subsidiary of Keppel EaaS, the chilled water supply contract to design, build, manage, and operate Centralised Cooling Systems (CCS) at three upcoming Build-To-Order (BTO) projects Brickland Weave, Plantation Edge I & II and Plantation Verge in Tengah. Residents have the option of subscribing to the CCS, which aggregates cooling demand and uses industrial grade chilled water systems to cool homes sustainably, instead of using conventional split unit systems.

How do I sign up for the Centralised Cooling System?
Residents can sign up for the Centralised Cooling System and pay the Installation Charges for their Fan Coil Units online or at The Cooling Studio, HDB Hub, Toa Payoh.

What payment methods are available for Installation Charge?
We accept locally issued Visa and Mastercard credit or debit cards, as well as PayNow payments.

Note: CPF funds cannot be used to pay the Installation Charge.
Do I need to take any action if I do not wish to subscribe to the Centralised Cooling System?
No. Installation of Fan Coil Units and commencement of CCS services will only be arranged for residents who have successfully signed up for the CCS package.
Are there any registration deadlines I should be aware of?
There is no deadline to sign up for the Centralised Cooling System (CCS).

However, residents who wish to have their Fan Coil Units installed before key collection should sign up by the applicable Sign Up By date indicated on the Keppel EaaS Residential Cooling Sign Up page under "Dates Attached".


Usage & Billings
How are chilled water charges calculated?
The Energy Charge is a monthly charge based on your household's actual chilled water consumption. Consumption is measured by the energy meter installed within the CCS riser and recorded in kilowatt refrigeration hours (kWrh).

Your monthly Energy Charge is calculated as:
Metered chilled water consumption (kWrh) × prevailing Energy Charge rate ($/kWrh)

The prevailing Energy Charge is published on the Keppel EaaS - Residential Cooling webpage.

 The energy meter measures and records the temperature and flow rate of chilled water supplied to your unit to determine the chilled water consumption.
